Plan International Australia (PIA) is an independent development and humanitarian organisation that advances children’s rights and equality for girls. We work to address poverty, violence, exclusion, and discrimination – with a strong commitment to ensuring that girls, who are disproportionately affected, have access to fundamental rights such as nutritious food and clean water.

Our humanitarian work has a long-standing focus on food security, and our development work in the Indo-Pacific region has an increasing focus on climate change adaptation. A key part of our work involves amplifying the voices of girls and youth to influence policy and drive meaningful change.

The Opportunity

Plan International Australia is looking for an experienced advocacy consultant to conduct a scoping study and provide recommendations for potential advocacy pathways focused on food security in the Indo-Pacific region—particularly in relation to adolescent girls and women.

The consultancy will explore advocacy strategies that:

  • Align with PIA’s strengths, programming, and values
  • Are feasible to undertake in and from Australia
  • Have the potential for impact on food security policy and investment that will make a difference for adolescent girls and women

Scope of Work & Deliverables

The consultant will conduct a desk review and analysis to produce:

  1. Context Overview:

    • Analysis of key public and private investments in food and water security across the Indo-Pacific (with a focus on Indonesia, the Philippines, Papua New Guinea, Solomon Islands, and Fiji).
    • Exploration of the roles and challenges faced by adolescent girls and women in food systems.
    • Realistic projections on private sector investment in food security over the next decade.
  2. Advocacy Pathways:

    • Identification of 3-5 potential advocacy strategies , including:
      • Problem analysis and key stakeholders
      • Power mapping and engagement strategies
      • Risks and challenges (political, funding, reputational)
      • A suggested two-year advocacy plan

Who We Are Looking For

We are seeking a consultant with:

  • Proven experience in policy and advocacy, designing effective strategies to influence governments, institutions, or the private sector
  • Strong knowledge or research experience in agri-food systems, food security, and/or international development
  • Experience in conducting rapid assessments and strategic analysis
  • Familiarity with the Indo-Pacific region and relevant political/economic dynamics

Consultancy Details

Duration: Estimated 6-8 days between April and May 2024
Budget: AUD $7,000-$8,000 (ex. GST)
Remote Work: Open to applicants based in Australia or with knowledge of the Australian advocacy landscape
